Note: A workplace, technological in one economy, does not necessarily have to be technological in another. Of course, in the economy there is a corps of specialists performing really complex tasks, as well as technological jobs for them. But both are relatively few yet. And if the Russian economy is set for a significant complication and achieving a higher level of welfare for its citizens, it needs to be able to perform more complex tasks in order to produce and export complex goods and services. After all, sustainably rich economies that are able to provide citizens with a high standard of living are those that have sufficient know-how to perform many complex tasks and export technological goods and services.
